In November 2003, the idea arose to form an alliance between the public and private sectors for the modernization of Customs in Brazil. The alliance was then launched at the UNCTAD conference in the city of Rio de Janeiro. The UNCTAD conference provided an appropriate international framework to give legitimacy to the initiative.

The project was presented and endorsed at the MERCOEX meeting, a regional association that brings together Brazilian (AEB), Argentine (CERA), Uruguayan (Unión de los Exportadores) and Paraguayan exporters.
